Can I transfer a seat or library license from one learner to another?

A course seat, which has not been started, can be un-assigned. If the course seat has not yet expired, it can be assigned to another learner.

A library license can be un-assigned if there are no courses assigned to the learner. If the library license has not yet expired, it can be assigned to another learner.
